Joseph Franklin Baggs, a devoted husband, loving father, brother, grandfather, great-grandfather, great-great-grandfather, and cherished friend, passed away peacefully surrounded by loving family on August 31, 2025 at the age of 86 in Imboden, Arkansas.
Born on July 18, 1939 in Wasco, California, Joe was the son of Isaac Wesley and Juanita Scoggin Baggs. He graduated from Wasco High School and dedicated twenty years to a successful career in the United States Navy, serving in Vietnam in 1969-1970.
Joe was the loving husband of Mignon Carpenter Baggs for 65 years and a devoted father to Kimberly Phelps (David), Kevin Baggs, Kendel Baggs (Monica), and Kristin Reyes (Anthony); 10 grandchildren, 14 great-grandchildren, and 1 great-great-grandchild. His family was his greatest joy.
Survivors include his wife, children, and grandchildren; brother, Monte Baggs (Phillis); nephew, Garrick Baggs; nieces, Marcie Baggs and Mandy Montecino. He was preceded in death by his parents, Wesley Baggs (Jerry) and Juanita Scoggin Baggs; sisters, Jessie Medlock and Patricia Montecino; and nephew, Tim Baggs.
A Celebration of Life service with military honors will be Saturday, September 20, 2025, at 5:00 p.m. in the Tri-County Funeral Home Chapel at 1540 Hwy. 62/412, Highland, Arkansas.
